Message	residential security is a psychological barrier more than anything. A child can go up to it, get a tingle, not want to touch it again but won't be harmed. The main advantage of an electric fence is that is can set off an alarm at a designated monitoring station. The electric fences that are used for livestock are the same way. I've touched them before, it's just an uncomfortable tingle.
